Experienced HUMINT professionals know that trolling for recruitment targets is a low percentage strategy that usually results in sources with little access to priority information. Nevertheless, "trolling" and waiting for targets-of-opportunity remain common targeting methods used in law enforcement and military intelligence communities.
In this two-hour program, the instructor, a former CIA Senior Field Operations Officer, presents focused targeting as an alternative and superior method for identifying and prioritizing high-value targets for recruitment.
The primary examples described in this lesson focus on intelligence support for domestic homeland security. However, the principles of focused targeting as presented by the instructor are universal and can be applied in any operational environment.
Topics include:
Intelligence Requirements • Target Identification • Access • Uncovering Target Leads • Recognizing Targets of Opportunity • Humint Targeting Packages • Targeting Exercise

"This course was very informative. One of the items I really liked is that you get good examples of how to go about finding targets, that wouldn't be the traditional way of getting information. It leads you down the path to thinking outside the box and doing something that normally you wouldn't think about doing. |
